There’s probably no explanation to our world’s souls fueling alchemy. It’s just something the animeverse-writers made up when they were running out of ideas and they had to make up some kind of ending, as they were not allowed to use the originally-planned ending of the manga (since it was still far from being finished). A situation like that is probably going to leave some illogical stuff to the plot.

I’m hoping it’s a continuation of the TV series and movie. After all, the mad scientist with the fission bomb is still running around in Weimar Germany. I’m also wanting an explanation why the dead in our world fuels alchemy in the FMA world.

From what I understood, it’s not a second season to the existing (and finished) anime series, but an entirely new anime series (a bit like Hellsing OVAs?), based on the manga version of the storyline instead of a spinoff this time?

I’m curious about that too…how are they going to continue the storyline. My guess is that they’ll start with that Chinese influenced country? I’m hoping it will be just as good as the 1st series, but will Yasuhiro live up to Mizushima’s directorial style?
