Having never purchased a soft vinyl figure I can't describe the difference between the two substances in detail, but it seems that soft vinyl lacks the range of expressive options present in PVC (while being easier and cheaper to produce). It also apparently warps much more easily in heat. Soft vinyl is this, PVC is this.
