It is the anime featured Densha Otoko, Gainax said they will developed it.
FYI, a similar series abt Mina was made (not officially) long time ago by a group belong to Gainax

I am slightly bothered by how un-okamaish the character designs now look, thanks to this new guy. And I don’t mean to say that his designs are bad, but that they don’t really fit that well with what okama originally drew.
Then again, the Densha Otoko intro was also done by GONZO, right? And that looked good.
